
Will the Budget Increase Employment Costs?

As the government prepares to announce its Budget on 30th October, businesses are anxiously waiting to see how potential changes might impact their bottom line. Two major concerns are looming: a possible increase in Employers’ National Insurance Contributions (NICs) and significant wage rate hikes. Here’s what employers need to know to prepare.
Employers’ National Insurance Contributions (NICs)
Rumours are swirling that the government might raise Employers’ NICs as part of its strategy to address fiscal challenges. With commitments not to raise income tax, VAT, or employees’ National Insurance, the government may target employer contributions to fill gaps in the budget.
Although not yet confirmed, raising Employers’ NICs could boost tax revenues without directly impacting individuals. However, this approach risks increasing costs for businesses, which may lead to slower hiring or decreased investment in growth—two things the economy desperately needs right now.
Employers should keep a close watch on this potential change, as it could significantly impact their financial planning for the coming year.
National Living Wage and Minimum Wage Increases
On top of potential NIC increases, wage rates are also expected to rise. From April 2025, the National Living Wage (NLW) and National Minimum Wage (NMW) could see substantial jumps. For workers aged 21 and over, the NLW is projected to rise to £12.10 per hour, with possible variations based on inflation and wage growth.
For businesses, these increases mean higher employment costs, especially in sectors already struggling with tight margins.
